Job Title : TECHNICAL HEALTH PROJECT MANAGER (PHCC)
LOCATION:

JOB OVERVIEW
PUI is present in Nigeria since April 2016, and wishes to cover the needs of crisis affected people in Borno State, and particularly in Maiduguri city
In order to perform the objective mentioned above, Premiere Urgence Internationale aims to develop a comprehensive integrated approach, targeting the people’s needs in Food Security, Health, Shelter and WASH.

RESPONSIBILITIES

The Technical Manager for Health supervises the implementation of medical activities in the Primary Health Care Center (PHCC) supported by PUI.
Programs: He/She ensures proper implementation and monitoring of medical program falling under his/her responsibility, while observing PUI’s health policy.
Human Resources: He/She supervises the Medical Team of the PHCC supported by PUI (PUI salaried employees and, as the case may be, daily paid workers).
Logistics and Administration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures.
Representation: He/She represents the association before partners, authorities and local actors involved in the implementation of medical programs.
Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor.
Strategy: He/She contributes to the development of new interventions on the basis of identified needs.

Job Title : MEDICAL COORDINATOR

Location: Maiduguri, Borno
Report to: Head of Mission

OVERALL OBJECTIVES
The Medical Coordinator is responsible for the success of the mission’s medical strategy and the quality of current and future medical programmes at the definition, implementation and evaluation phases.
He/She provides support to health programme managers who report to them on the basis of a dotted-line relationship.
In the context of health activities opening, the Medical Coordinator strongly support the team for the development and the implementation of medical protocols according to the national and international recommendation in order to insure the quality of medical care provided in the primary health centre facility and the Mobile Health Clinics supported by PUI.

TASK AND RESPONSIBILITIES

Strategy: Working alongside the Head of Mission and cooperating closely with the field coordinator, he/she contributes to the development of new medical initiatives for the mission.
He/She carries out epidemiological monitoring for the country and analyses strengths and weaknesses from the point of view of public health.
Programmes: He/She ensures that medical programme(s) are in line with PUI’s health policy and monitors them for quality and efficacy.
Representation: He/She represents the association to partners, authorities and local stakeholders involved in implementing medical programmes. He/she actively attend health working group and coordination mechanisms for health intervention.
Human Resources / Training: He/She support the medical team (PUI employees), provides regular capacity building and trainings according to the needs, provides support to programme managers for recruiting technical staff and supervises technical training activities on the basis of identified needs.
Logistics and Administration: He/She ensures the activities for which he/she is responsible comply with logistical and administrative procedures.
Safety: He/She contributes to compliance with safety rules within the mission and communicates any safety-related information to the Head of Mission. He/She ensures healthcare is provided for expatriate staff involved in the mission.

FOOD SECURITY SUPERVISOR

Under the direct supervision of: Food Security Deputy Project Manager

GENERAL OBJECTIVE

The Food Security Supervisor (FS-S) will supervise the organization, implementation and the monitoring of Food Security activities on a daily basis.

RESPONSIBILITIES AND TASKS
Activities supervision:
Organise and supervise the daily activities of the food security team: identification, registration, post-distribution survey…
Pass on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, PUI programs, or safety aspects

Reporting:

Job Title : COMMUNITY MANAGEMENT OF ACUTE MALNUTRITION (CMAM) PROVIDER

Under the direct supervision of: CMAM Supervisor

GENERAL OBJECTIVE
Under the direct supervision of the CMAM supervisor, The CMAM provider will directly undertake all CMAM Activities at the site; Screening at site, admission, Record keeping, discharge, distribution etc

RESPONSIBILITIES AND TASKS
Project Activity implementation:
S/he will be responsible for Nutrition Education at CMAM site.
S/he will conduct CMAM activites at the site; screening at site, admission, Record keeping, discharge, distribution and beneficiary review.
In Liaison with his/her supervisor, s/he will review beneficiary progress and determine cases for refferals, re-admission or Discharge.
S/he will generate lists for follow-ups and share/discuss with outreach teams for follow-up.
S/he will be responsiible for project beneficairy sensitization and advise on IYCF and RUTF/RUSF use at CMAM sites.
Any other Duty as may be required by the supervisor.

Collaboration in the communities:
S/he will help nurture good collaboration between PUI and local community leaders

Job Title : NUTRITION EDUCATOR SUPERVISOR

Under the direct supervision of: Nutrition Officer

GENERAL OBJECTIVES
Under the direct supervision of the Nutrition Officer, the Social and Behavior Change Communication Supervisors will Undertake 2 roles:

Organize and implement Hygiene and Community Education promotion among Food distribution and E-Cash Voucher beneficiaries
Implement Infant and Young Child Nutrition (IYCN) Promotion among Pregnant and lactating mothers in PUI’s Target Population in Maiduguri LGA of Bono state in Nigeria.

RESPONSIBILITIES AND TASKS
Activity Implementation:
S/he will take overall lead in Hygiene and IYCF education at community level
S/he is will supervise the organization of Project beneficiaries as well as Community Volunteers into groups and other Fora for dissemination of IYCF/Hygience messages dissemination.
S/he will supervise the identification of eligible project beneficiaries.
In liason with Nutrition officer, Plan for and conduct training for project beneficiaries and community’s volunteers.
Maintain and build good relationships with local leaders authorities, partners and relevant actors in area where PUI is working.
In Liaison with CMAM supervisor, s/he will be responsible for CMAM beneficiary defaulter tracing and other forms of beneficiary follow-ups.
S/he will take lead role in organizing and supervising Community screening and referrals for malnourished beneficiaries.
S/he will take lead role in continuous project sensitization and Mobilization at community level.
Act as a liaison with the beneficiaries, local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for PUI activity.
To Represent PUI at various IYCF/BCC related fora as may be required.
In Liaison with other PUI staff, participate in strengthening the Organization’s community Feedback and complains systems.

Organise and supervise the day-to-day schedule of the team to guarantee the smooth running of the project and participate to the weekly tasks drafting for the field work plans
Make sure every members of the team clearly understand his/her task and has the necessary material to correctly fulfil his/her objectives
Ensure the work schedules are respected in the field.
Organise regular meeting with his team (briefing and debriefing) and ensure they have the necessary support they need
He/she participates in the evaluation and to the definition of the training needs of his/her team

Job Title : FOOD SECURITY DEPUTY PROJECT MANAGER

OVERALL MISSION
GENERAL OBJECTIVE:

The Food Security Deputy Project Manager (FS-DPM) is responsible for the daily management and the daily implementation of the Food Security project(s) in Borno State.

RESPONSIBILITIES AND TASKS
Ensure the basic implementation and monitoring of the Food Security project(s):
S/He seconds the Food Security Program Manager (FS-PM) in the designing and the implementation of the Food Security activities.
S/He organizes, schedules and coordinates the Food Security activities and the team’s work on a weekly basis.
S/He supervises the field work of partners or/and contactors and make sure they agree and respect PUI principles.
S/He monitors closely the implementation of activities at field level with site visits on a regular basis and provides support when needed.
S/He ensures the timely implementation of the project(s).
S/He reports about the work progress to the Program Manager on a regular (daily/weekly) basis or when needed.
S/He actively takes part in the monitoring of the results achievements and indicators as per indicated in the logical framework.

Manage the Operational Team Under his/her Supervision:
S/He participates to the recruitment process of the FS supervisor and officers.
S/He oversees the Field Supervisors and Field Officers and ensure the respect of all human resources rules;
S/He ensures the constant basic monitoring of her/his team (general and technical).

Manage the Logistical and Financial Aspects of the Project:

S/He proposes the needs in materials and tools regarding the program and the planning of interventions.
S/He ensure the follow-up and the proper use of materials and tools used during on-site works.
S/He manages the supply of materials to the work site in collaboration with logistics department.
S/He uses the PUI forms for all exchange with the logistic & administration services.
S/He analyzes the security situation in the area and inform the Program Manager in case of security incidents, rumours or any security information.
S/He takes part in the financial follow-up of the project with the Program Manager.
S/He contributes to the mangement of the cash forecast of the project in link with the Program Manager.

Represent PUI and Ensure Proper Reporting:
S/He participates in the different working groups and meetings related to her/his field of work.
S/He ensures representation of PUI (with her/his team, at field level) among partners, donors and different authorities for the areas which s/he is responsible for.
S/He provides weekly and monthly internal reporting on activities according to PUI internal tools.
S/He takes part in external reporting according to the needs (reports to local authorities, donors) in coordination with the Program Manager.

Job Title : CMAM SUPERVISOR

Under the direct supervision of: Nutrition Officer

GENERAL OBJECTIVE

Under the direct supervision of the Nutrition Officer, The CMAM Supervisor all activities at the CMAM sites: screening, routine medication, recording keeping and the RUTF distribution activities

RESPONSIBILITIES AND TASKS
Activities Implementation:
Overall lead in the CMAM distribution points.
In liaison with medical staff refer for medication or Dispense routine medication as per Nigerian protocol.
Supervise malnutrition screening, taking of anthropometry, admission and recording of beneficiary information.
In liaison with Nutrition officer, develop lists for home visits and defaulter tracing and share with SBCC supervisor for follow-up.
Act as a liaison with the beneficiaries, local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for PUI activity
To Represent PUI at various Nutrition related fora, as may be required.
Any other Duty as may be required by the supervisor.
